The following methods were adopted to resolve the conflict b/w the two Belgian communities:
The constitution of Belgium was amended four times so as to work out an arrangement which would enable both the communities to live together peacefully. The constitution prescribes that the number of Dutch-speaking and French-speaking ministers shall be equal in the central govt. No community can take decisions unilaterally. Many powers of the central govt. have been given to the state govts. of the two regions (Flemish region and Wallonia region). The state govts. are not subordinate to the central govt.Brussels has a separate govt. where both the communities have equal representation. French speakers accepted equal representation in Brussels because Dutch speakers accepted equal representation in the country.Apart from the central and state govt. there is a third kind of govt. known as 'Community Govt.' This govt. has the power regarding cultural, educational and language-related issues.

The amended constitution specifies that members of both communities will be in equal number at both state and central levels. And state government will not be subordinate to the central government. No single community can take decisions unilaterally. This also led to the formation of a third government called 'Community Government' to look at linguistic, cultural, and educational affairs. Which is elected by the people belonging to one linguistic group- French, Dutch, and German-speaking no matter where they liv
