It was arranged by the villagers as the author asked them villagers placed a goat in the forest and asked their children to check weather the ogre has come to eat the goat or any other animal does not harm the goat

The villager arranged for the shooting because they
were being paid for this by Mrs. Packletide for the
help. They constructed a platform on a conveniently
placed tree, and Mrs. Packletide crouched on it with
her paid companion, Miss Mebbin. A goat with a
persistant bleat was tied at a correct distance.
