As urbanization grew, crime also grew. poor People were not able to get jobs and so were frustrated and in that they began to steal.

Several steps were taken to maintain law and order..
1. Government introduced high penalty to stop the crimes.
2. Government offered employment to the poor People so that they stop these crimes.

Urbanization and crime interconnected with each other in London for the following reasons:

1. At the time of urbanization in London when most people from rural area migrated in the cities did not find suitable jobs they converted into criminals to make a living from criminal activities.

2. When the migrated people did not settle in the proper areas and faced problems in the cities they be-gan criminal activities.  

The two main steps taken by Philanthropists and the police to control crime in London in 1870s are the following:

1. They counted the criminals; their activities were kept under check.

2. In order to maintain public morality, their way of life was investigated.
