The Weimar Republic was formed because one of the conditions of the Treaty of Versailles, which ended WW1 was that Germany become a democracy. The Allies wouldn't negotiate peace with Germany unless it was a democracy, and so Ludendorff, who had basically been running the country with the Kaiser as a figurehead, handed the power over to the democratic politicians. This move was also a bit of a self preservation move as well. He knew that Germany would be defeated, and that the terms of the inevitable peace treaty would be harsh, and so by handing the power over to the democratic politicians they were the ones to negotiate the treaty and thus the blame fell to them, preserving the reputation of the Germany army in the eyes of the German public.
