Water is a poor oxidising and reducing agent.

This is because water has a negative oxidising and negative reducing potential.

Water as oxidising agent:
C + H2O ------> CO + H2


Water as a reducing agent:
2Cl2 + 2H2O -------> 4HCl + O2
