Combustion requires 3 main things: Heat energy, fuel and oxygen. This is also called the fire triangle. If any of the three mentioned components is removed from the triangle, combustion is not possible. Water has a high specific heat capacity meaning it absorbs a lot of heat energy before becoming hotter. Hence, in this manner water prevents the heat energy part of the fire triangle from doing its job, thus preventing combustion.
