How we can say that halogens exihibits -1 oxidation state?

Because halogen compounds are elements of group 17. Their ele. Configuration is nS2nP5. So they accept 1 electron & become next Nobel gas ele configuration. Their hydride, alkaline metal salt it's -1 oxidation state.
