1. These can be done by posters and articles in newspapers written in the native language of the village. Despite illiteracy, most villagers will know how to speak and read their native language.
2. If they don't know to read, they obviously know to speak since that's how they communicate with each other. You can have an awareness parade with a speaker talking about the conservation of fuel in their native language.
