firt of all we should have an idea about water as it is a conductor of electricity.

so keep the electricity producers where the the floods would occur,

then the fuse at the maximumm level height that it can reach and then when it touches the electrical source and the fuse the electricity passes through it and fix any indicator at the last so it can indicate while any fllod occurs
