because we have to make denominator a number having binary digits i.e. 1 and 0
if we multiply denominator with a number , the numerator would also get multiplied . for ex-
you multiply 33/8
8 by 125 to make it 1000
similarly we also have to multiply numerator with the same number

If we multiply it by 125 /125 there will not be any change in the value.
Also,the question becomes easy to solve due to 1000 in denominator
