Weather forecasts are made by collecting as much data as possible about the current state of the atmosphere (particularly the temperature, humidity and wind) and using understanding of atmospheric processes (through meteorology) to determine how the atmosphere evolves in the future.....

Most people are familiar with thermometers, barometers, and anemometers for measuring temperature, air pressure, and wind speed, respectively. Meteorologists use other tools, as well. For example, weather balloons are special balloons that have a weather pack on them that measures temperature, air pressure, wind speed, and wind direction in all the layers of the troposphere.

Weather is determined by elements of weather

TEMPERATURE- if temperature is high the day will be sunny
PRESSURE -if pressure is high gentle breeze will be there, otherwise a windy day in low pressure. 
CLOUD COVER -  if there are clouds , it will rain otherwise there will be a clear day
