The terms and conditions on the Weimar republic were very harsh and it resulted from the role it (Germany) played in the World War I.

Germany acted against the Allied powers in the World War I and assumed that the war would finish quickly. However, it was it so. The war dragged on, draining the country's resources.

When the war was eventually won by the Allied powers and the Treaty of Versailles signed, it made situation extremely difficult for Germany, that was now the newly formed Weimar Republic.

As the Weimar Republic, Germany lost its overseas colonies, a tenth of its population, 13 % of its territories, 75 % of its iron, and 26 % of its coal to France, Poland, Denmark, and Lithuania.

Germany's economy was in shambles and it had to pay a heavy compensation.

Weimar Republic therefore, had to pay a heavy price for the decisions taken by the old German polity.

i guess you are asking this question in reference to post world war 1 period..After the end of world war 1...the major blame was forced upon Germany for starting it in the first place and thus was asked for reparations and many different sanctions were imposed on their army structure and their economy fell drastically during that period....It is because if all this that Hitler was able to rise to power and was responsible for initiating world war 2.
Thus we can say that, though Germany was made to pay what it did in world war 1 but this along with many other factors lead to another world war with Germany at its core.
I hope that helps
