how were bibliotheque bleue different from penny cheapbooks​

In England, 'penny chapbooks' were carried by petty peddlers  known as chapmen and sold for a penny so that even the poor could afford them .

Where as

In France were the 'biliotheque bleu' which were low priced small books printed on poor quality paper and bound on cheap blue covers  .
