France wasn't whatsoever as far as I know. Russia [Soviet Union] signed the Molotov-Ribbentrop Pact with Germany, essentially dooming the Polish state (and the Baltics, etc.). However, they didn't invade Poland until Sept 17 (Germany invaded on Sept 1) and by that point they didn't face any meaningful resistance. So the blame for starting the war still rests mostly with Germany. It's also difficult to judge the Soviet Union overall in WW2 as they committed many war crimes but also effectively won the war for the Allies and did the bulk of the fighting (losing the most people of any country, with roughly 2/3 being civilians).
