How were Dewani Rights,Dual government and famine of 1776 co related ?

The start of the famine has been attributed to a failed monsoon in 1769 that caused widespread drought and two consecutive failed rice crops.

The Great Bengal Famine of 1770 was a famine between 1769 and 1773 that affected the lower Gangetic plain of India from Bihar to the Bengal region.The subsequent treaty gained them the  Diwani, that is, taxation rights and were of course the most entitled to the lenity of Government.

Between 1765 and 1772, dual government was set up in Bengal. The company, which had got the right to collect revenue or  Diwani rights, had the economic control whereas the Nawab had the political responsibility of civil and criminal administration.
