it is something developed over a period of time. In the earlier days buying dress was not as easy it is today (Even today it is not easy for all. There are people who struggle to get enough dress for their use). In those days festivals acted as a chance for getting new dress. People had to wait till next festival to get another set of dress. When kids asked for new dress the parents used to say "we will buy you new dress for Onam / Christmas / Easter / Vishu.. Etc." Hearing this the kids were so happy (even as happy as if they got the dress instantly!)
So buying new dress during a festival is a necessity for some and an unnecessary luxury for others.
