The division of agricultural land and distributing it among the landless people is called as - Land reform. It was first implemented as a developmental strategy.

The Union has a limited role in just framing a policy and to release funds, but the State government implements the rules. However, according to a UN report, these land reform rules were not implemented in India in the right spirit as there is a lot of inequality in between the states with regard to the land reforms. It seems to have many litigations and loopholes.

Although the upper castes and the middle castes have benefitted from this Agrarian land reform task, the agricultural laborers have not benefitted. The old records have been lost over time. Although the agenda of land reform was made, it did not receive sufficient funds.

However, the positives are that the surplus land can be reallocated to landless people, and helped in removing the poverty cases.

In places where the land reform has not yet been implemented, there is still the persistence of inequalities and the socio-economic development is less.
