Moderates were the part of the congress who believed in non violent and peaceful way of struggle. It demanded a greater voice for Indians in the government and in administration. It demanded that Indians be placed in high positions in the government. The Moderate leaders wanted to develop public awareness about the unjust nature of British. They published newspapers, wrote articles , and showed how British rule was leading to economic ruin of the country. They criticised British rule in their speeches and send representatives to different parts of the country to mobilise public opinion.
