\dashrightarrowIn the areas controlled by Napoleon,the reaction of local population to Napoleons rule was mixed . initially in many places such as Holland and Switzerland as well as in certain cities like Brussels,Mainz , Milan and Warsaw welcomed French armies as harbingers of liberty.but the initial inthusiasm soon turned to hostility as it became clear that the new administrative arrangements did not hand in hand with political freedom because of increased taxation , sponsorship ,forced conscription into French armies.
