according to the rules, the zero after any natural number is significant but a zero after whole number can be significant or cannot be...as whole number includes 0 (zero) as well...so if any digit starts with..suppose "00" then there is no significant figures...on the other side...if a digit starts with "90" then their are 2. significant figures. both the digit ends with 0 but starts with some other digit...hence a whole number that end in zero may or may not be significant!
