In this opening stanza we note that Lucy is an imaginary child of Wordsworth. Nature also is affected by her charm and merits. So she herself takes the responsibility of bringing her up. For three years Lucy lived in the open atmosphere of nature. Then nature regarded her as the most beautiful girl ever born on this earth. So she decided to look after her herself and to make her a lady according to her own
plan.

- To kindle or restrain. For me, the most important part is when Nature says it will be "Both law and impulse" to Lucy. ... Nature therefore educates Lucy primarily through developing her powers of intuition and keeping her from growing up in the world of men to become deadened to Nature's power and influence.
