As sodium chloride is a neutral salt, the pH of brine before electrolysis is 7. However when it is electrolyzed, sodium chloride splits into sodium and chloride ions respectively. Chloride ions lose electrons and are released as chlorine gas whereas the sodium ions react with hydroxide ions of water to form NaOH. It is a very strong base. So the pH of brine after electrolysis is alkaline.
