Highly elected and appointed officials recognize productivity enhancement efforts alone don't lead to improved service quality.  

Past efforts of government have proven of ineffective in motivating employees to improve quality.  

Total Quality Management is a theory‐based option allowing public managers to reward genuinely extraordinary persons performance though increase capacity for agency‐wide cooperation and process improvement.  

Current interest in applying TQM techniques to public services gives a promising model for launching Total Quality Management (TQM) improvement strategy for American public sector at every levels.

Total quality management is one such tool used in order to enhance the efforts of productivity and service quality. Under this theory rewards are public managers for their performance thus increasing the competency of the entire agency through process-based improvements.

By making each phase of service developed and effective total quality management of all services is possible.
