Add 1/2 cup of vinegar to the soil. If it fizzes, you have alkaline soil, with a pHbetween 7 and 8. If it doesn't fizz after doing the vinegar test, then add distilled water to the other container until 2 teaspoons of soil are muddy. Add 1/2 cup baking soda.

first of all, take the soil and mix it with pure water not in hard water .after sometime soil get settle down in the beaker and then take the water from the solution and 1-2drop on pH paper. If pH paper turns in reddish or orange colour then the soil is acidic between 3-7.If pH paper turns in greenish bluish colour than the pH of soil is basic between 7-14.
