there are two typles of speeches.one is DIRECTED SPEECH and the second one is INDIRECTED SPEECH. if someone tells something directly, for suppose if rahul said "iam hungry", that is direct speech. and if sita want to tell someone that rahul is feeling hungry, then she says that "rahul said that he was hungry". we always use "was" in indirect speech because the action has been already completed. here the sentence which is told by sita is indirect speech.
In this way, we can convert the direct speech into indirect speech.
here are some more examples:

1) " I am having food" said ravi( directed speech)
Ans) Ravi said that he was having food.(indirect speech)
2) " we are going to shopping" said ramya.( direct speech)
Ans) Ramya said that they were going to shopping.(indirect speech).
