●Connect 2 resistors in series and one in parallel to get a resistance of 4 ohm.

You can connect all either in parallel  circuit or in series circuit but it is better to connect in parallel circuit because if one of the resistor stops working then the other two will continue working but series circuit if one of the resistor stops working then the other two will too stop working. So, it is better to connect in parallel in parallel circuit.
