There are probably several approaches, he is one. It is a two step process. First treat ethyl chloride (CH3-CH2-Cl) with sodium cyanide in DMSO. This will give propionitrile (CH3-CH2-CN). The second step is catalytic reduction with platinum dioxide/hydrogen.

CH3-CH2-Cl + NaCN → CH3-CH2-CN

CH3-CH2-CN + H2 → CH3-CH2-CH2-NH2
