It's also important to instill fear in people at these times, especially in those who refuse to leave. They will be more responsible as a result of this. Furthermore, rather than asking individuals to voluntarily evacuate, severe orders to depart should be issued, as voluntary evacuation has a lower percentage of compliance than obligatory evacuation.  It's also critical that individuals have confidence in the availability of resources.

Finally, we must acknowledge that not everyone will depart. There will always be residents who believe they know better or who are simply obstinate, refractory, and blustering. All we can do is entice them to the conclusion that they must depart.
