Yes, concentrated sulphuric acid can be diluted using water.But be care full while adding water to sulphuric acid as it will cause bumping .So, it is preferred to add sulphuric acid in water rather water in sulphuric acid.

Yes it can be made diluted by adding water. We have to add sulphuric acid to water otherwise it will splash out causing severe burns.
