Presence and absence of motion can only be defined in reference to something.

Imagine a ball in outer space where there is nothing. Now we just cannot know whether ball possess motion or not. Because there is nothing we can compare it to.

This is what Einstein thought when he was a student which led him to believe that everything is relative and now we have Theory of relativity.
