The one which attracts iron nails is a magnet while the other is not.
Or if, u should not use any extra materials, then
suspend them freely with a string or let them float in water and which rests in geographical north south direction is magnet and the other is not
or
Place the end of bar A in the middle of bar B.
If bar A sticks to bar B, then bar A is the magnet and bar B the in magnetized iron bar.
If bar A jumps to one of the ends of bar B, then bar B is the magnet.

SUPPOSE THERE ARE TWO MAGNET, NAMED A AND B
