An object is said to be in rest when it does not change its position with time. If an object changes its position with respect to time it is said to be in motion.

Answer:
An object can be at rest or at motion at the same time if we will atke different reference points. For example - If you are sitting in a train then the another person sitting beside you will think that you are at rest but when any person standing outside the train after seeing you he will think that you are in motion.
