This is bcz they they can change thier state again and again and be ome same thing qhich they are eg:- when ice is melt it change into water and this water again change into ice ..

Explanation:

When ice melts it gives water and on heating, water turns into vapors.

So when ice is melting, the solid state of water is converting into liquid state that is formation of water happens. And when water freezes it again turns into ice.

When we heat water, it turns from liquid state to gaseous state that is when steam is collected in a closed vessel then water vapours get collected at the top of vessel and after sometime it again turns into liquid.

Therefore, it can be concluded that ice, water, and steam are the three states of a substance and not a different substance.
