While, heat is a “form” of energy.

Explanation:

If the “substance” deforms continuously under an applied shear stress and has no particular shape of its own, it's called a fluid. A fluid remains a fluid whether it's flowing or not.

But, when energy crosses the boundary of the system, it takes the “form” of heat(or work), while when it doesn't, it stays in the “form” of internal energy inside the “substance”.

In nutshell, in order to exist, energy takes various “forms” like heat, work, internal energy, kinetic energy just to name a few.

Thus, heat is one of the various “forms” of energy while fluid is one of the number of “substances” that exist.
