I assume u are talking about MS Excel.
In MS Excel, to select any row( here 4),Select on the row number i.e. on the left side where rows are numbered, click the row number u want to select.

Select cells, ranges, rows, or columns. Click the cell, or press the arrow keys to move to the cell. Click the first cell in the range, and then drag to the last cell, or hold down SHIFT while you press the arrow keys to extend the selection.
