yes, we can say that air is necessary for combustion as according to the definition of combustion that chemical reaction takes place when any object react with oxygen to produce heat and light. so air consists of various gases like oxygen, carbon dioxide, nitrogen, argon etc. if the oxygen gas wouldn't takes place in the chemical reaction it would be impossible to combustion something
