When metal oxides react with water or moisture, they form bases or soluble alkalis, depending upon the nature of the metal ions.

For example, when sodium, oxide or Na2O reacts with H2O, it forms NaOH or sodium hydroxide [Na20+H2O=NaOH]

Similarly, when Al2O3 reacts with H20, it forms aluminum hydroxide or Al(OH)3 [Al2O3+H20=Al(OH)3].

This is because the metallic ions have basic properties and react with the hydroxyl negative ion in its aqueous solution.
