I don't think you should learn "Rules" at first. In my opinion, the best way to learn animation is to do it. I think is a good way to find out what the rules you want to know. I accomplished my first animated short which is only 40s when I was 13 years old and leven did not know what the meaning of stoyboard is. But I got ALL the fun about how to create things. If you just want to learn how industry animation works or be a animator. I highly recommend the book, The Animator's Survival Kit by Richard Williams, and follow it step by step (learn how to draw at first). The fist chapter is most important. Flash may be a good choice. It's a powerful timeline tool and very easy to learn (skip the Action Scripts parts). ToonBoom or Anime Studio is too complicated to the beginner, also all the 3 - D tools. Remember, don't turn the problem into "How do I learn animation software".
