Portia is annoyed of being in a lottery of her own marriage and during Elisabethian era people did not dared to break promises thus portia was bound not to reveil the real casket neither could she choose a partner for herself.

Therefore in act 3 scene 2 she for the first time says that it would be better to break her promise to her father then suspending herself in that lottery but that too will be a punishable miss deed

Therefore it would be better to have an arranged marriage than having a risk of such a lottery as she said in act 2 scene1 at the very begining of her first speech.
