A drill has two complementary cutting surfaces which go up in a helical spirals along the length of drill. Due to this design of drill it cannot go inside anything if pushed with either only contact force or only rotatory motion. Both the force and the motion of yhe drill complement each otjer to perform the drilling operation.
So, the answer to your question is, if a drill works only with rotary motion then it will not be able to drill at all.
