The effect of harsh winter on rabbit population would be that the population of rabbits decreases because of less availability of food.

EXPLANATION:

In harsh winters, the availability of food will be less because in winters plants usually do not have a good time. Rabbits spread quickly and so there won’t be much food left for all rabbits.

Rabbits are herbivores and plants in winter die quickly leading to shortage of food for the rabbits. This would eventually reduce the population of rabbits.
