First calculate the pOH of the solution :
pOH = -log [OH-]
pOH = -log 0.001
pOH = 3.00
pH = 14.00 - pOH
pH = 14.00 - 3.00
pH = 11.00
Therefore [OH-] = [NaOH] = 0.001M
