In order to get equivalent resistance 13.5 ohm, we have to connect two resistors in parallel, then these resistors in series to the third

1ohm and 2ohm are not possible

For the equivalent resistance to be 6 ohm we have to two resistors in series, then these two resistors in parallel to the third one.
