The government in France in the pre-napoleonic era was very unstable and were prone to internal tensions and struggles. It consisted of 2 legislative bodies and 1 executive body (of 5 members). The legislative bodies and the executive bodies constantly disagreed with each other causing them to be replaced often.

Also, Robespierre's policies were too relentless and harsh. Therefore, the general population of France developed hostile feelings towards him. A sense of distrust in the Jacobin Government rose. The people felt that they needed a strong leader who could modernise France. They also knew that only a soldier's iron fist could bring their dream of France come true. So they supported Napoleon and his policies and opposed the Jacobins.

These events paved the way for the rise of Napoleon in 1804.
