To grant permission:

You may certainly borrow the material and get it photocopied. I have no qualms(problems) about it.

To grant permission in a cautious manner:

I usually do not lend my study material to anyone, but you are an exception. Can you please be extremely careful with it and return it to me as soon as you get the photocopies done?

To refuse permission:

1. I am sorry but I never lend any academic material to anyone, be it a friend or an acquaintance. The thought of it getting misplaced or soiled worries me so much that I simply don’t give it to anyone.

2. Please don’t get me wrong, but I am not comfortable sharing my study material with anyone. I find it extremely difficult and embarrassing to keep an eye on the person who has borrowed my notes. I am sure you understand.
