How would you justify development for some people may be destructive or problem for others ?

Development for one may be destructive for others. For example- for better supply of electricity, an industrialist may want to construct more dams but construction of dams lead to displacement of lot of people. Therefore, it is a development for an industrailst not for displaced people.
