The chemical equation for the destruction of the ozone layer is;

O3 + Cl --> ClO + O2.

Similarly over here we see two reactants rearrange to form two completely products. No new elements are produced like its just Cl and O but during the reaction bonds are broken and remade in such a manner that two new products of the same elements are formed, hence a chemical reaction.
