Germans are really closed off to new or outside contact in public. They view it as superficial and would probably think that you either want something from them or want to sell the something.

As an American, though, I love it. I'd be totally thrilled to engage in conversation and if it turns out we get along, maybe we'd become friends.

Edit: I'm generalizing here, about a very large number of people. This is something that I typically frown upon. But in this case, it's a pretty widely accepted stereotype that exemplifies one difference between the culture here and in my homeland. Of course there are exceptions, here in Germany. There are indeed probably some Germans who would also talk to you. And in America there will be people who won't. But my answer is based on my experience during years of living here, and also many many conversations in which Germans have confessed to and acknowledged this cultural difference.
