actually its an offend to ask dowry so if we case a petition to police about this it will surely help the woman

I would teach the husband a lesson. Show him that the fact that he paid dowry does not mean that the wife was a slave. Dowry does not mean you have bought an individual. There is no amount that can be equal to a human being so beating is an offense which should be punished by the courts of law. Basically what i would do, i would report the person beating to the police so that he is punished and dealt with severely.
