Conduction can take place not only in solids, but in liquids and gases too. Like in case of water that conducts electricity. But in solids the process is much easier.

Explanation:

In solids the atoms are almost joined with each other, so the process is much smoother and faster. Like when an iron stick touches an active unprotected electrical circuit, the person holding it may immediately be electrocuted. But when water is thrown on the circuit, the person may feel electrocuted, but the current may not be as strong or as fast.
